Invitation to Tender: “EO Network of Resources – Best Practises ITT to procure services from resource tier providers”

Exploitation Platforms are a central element of ESA’s Earth Observation (EO) Innovation Europe concept, which aims at the integration of EO data and information for a much broader use, for scientific, social and economic purposes, as well as for the generation of new commercial applications and services.

The EO Network of Resources (NoR) initiative promotes the use of European resource and platform services to facilitate a simplified and efficient exploitation of EO data in cloud environments. The initiative incentivizes providers to contribute to a common framework harmonising the access to their services and helping the user to work with the data.

ESA conducted an ITT (AO/1-9217/18/I-LG-Procurement of Earth Observation Exploitation Platform Network Resource Services) in 2018. The tender awarded a contract in December 2018 to Cloudeo AG, with RHEA and BHO Legal as subcontractors, to select under the supervision of ESA, and via ESA’s Best Practices Processes, the services of eligible Resource and Platform Tier Providers.

The newly created NoR portal, lists in its online directory all selected providers together with their NoR service portfolio – ready to procure and use by research, development, pre-commercial and commercial users. ESA sponsors eligible non-commercial projects to procure such services. The NoR helpdesk staffed with remote sensing and IT experts, working closely with the providers, supports users in the selection and use of the services, as well as in the application process for sponsoring.

This intended tender is for the selection of Resource Tier providers that have cloud services with collocated Sentinel and non-Sentinel data. The next tender will be for platform services in order to complement further the NoR service portfolio.

Resource Tier providers wishing to contribute to the NoR service directory are invited to provide a proposal. The tender process is made as simple as possible for interested service providers to respond.
